Homosexuals, bisexuals, and lesbians were a group of convicts who were not allowed to serve in the United States military, including the naval forces. Military men and women were judged not only by their behavior, but also by their sexual orientation scores. The Department of Defense (DOD) reportedly asks questions regarding the sexual orientation of applicants seeking to join military service. A sexual orientation related to sexual attraction to people of a particular gender. Even military personnel were not allowed to make statements indicating that they were homosexual. Language has been heavily targeted since the passage of the language act in the National Defense Authorization. This law was intended to prohibit anyone in the military from making statements informing the public that they were involved in any form of homosexual behavior. These statements would ultimately create the impression that military service is morally degraded and considered a bad group in the United States. The Department of Defense would fire anyone making such statements to the public or anyone saying anything with a similar meaning. In the United States, some people viewed homosexuality as a bad practice that tarnished the reputation of military service and did not expect such behavior from military service. However, some were not against this idea. Some American citizens also did not clearly understand what the term sexual orientation meant. Even some in the Defense Department weren't clear on what sexual orientation actually meant, or whether the language was questionable when it came to dismissing a gay man from military service.
