    Recently, a major topic of debate has been horse slaughter in the United States. For many years, the United States upheld laws such as the Horse Protection Act of 1970, which maintained a position protecting horses from consumption in America. Currently, lawmakers have taken this stance of protecting horses intended for human consumption even further with the passage of the Safeguard American Food Exports Act (SAFE Act). Despite the efforts of the Horse Protection and SAFE Acts, multiple stakeholders across the United States hold very different positions and therefore prohibit implementation of the legislation. The main bill passed to end horse slaughter was the Horse Protection Act, which passed. originally introduced in 1970 and last amended in 2011. The original Horse Protection Act prohibited "horses subject to a practice called soring from participating in shows, sales, exhibitions, or auctions" (USDA). The Horse Protection Act was amended in 2011 to include a ban on "shipping, selling, moving, delivering, receiving, possessing, purchasing, selling or giving away any horse or other equine intended to be slaughtered for human consumption” (Horse Protection Act). from 2011). Most importantly, this new amendment examines intrastate commerce in horses transported for human consumption. An additional bill currently under consideration in the House and Senate is the Safeguard American Food Exports Act of 2013. This bill has not yet been passed into law. The bill calls for “avoiding harm to human health posed by the consumption of equines raised in the United States (Safeguard American Food Exports Act).
