Even in this time of struggle, with billions of dollars devoted to various war efforts overseas, l America has still managed to keep taxpayer investments in education higher than in education. National Defense Fund (U.S. Department of Education). During the 2004-2005 school year, an estimated $536 billion was set aside for taxpayer investments for education purposes. Without a doubt, education is a priority for the United States government, and if these funds are used correctly, there is no reason why every child in the United States should not receive a quality education. However, the organization of the financial system is defective: funds are not managed proportionally at the state level; instead, this system favors wealthier districts and gives them more funds, while less wealthy districts receive a smaller pool of funds. This actually affects the quality of American education, which also reflects on how America performs on the world stage when it comes to competing with other countries in education. The disorganization of funds in the United States is visible in the Hoover City School District, which purchased every student in that district an iPad to use at school. The first problem is that this school district does not even have a viable bus system capable of transporting students to and from school. Second, less than 20 miles from this district is the Birmingham City School district, where just over half of the students graduate, compared to Hoover City Schools, where just over 90 percent of the students graduate .
