When an organization, business or agency fails to achieve the goals it has set for itself, poor leadership is regularly considered the leading cause of ineffectiveness. In many ways, this is true because of the myriad skills needed to successfully run a public or private business. Although there are similarities between public and private management, civil servants are directly accountable to their clients/citizens. In light of this, leadership skills within the public sector are essential for delivering public goods to its clients. These public goods include social programs, education, police protection, and environmental standards (Starling, 2011 p. 28). If public entities had leaders with interpersonal, informational and communication skills, government programs and services would be more effective. Throughout this analysis, we will discuss the case study of Dr. Hélène Gayle and apply the skills of effective leadership to her events. Interpersonal Skills One of the many challenges facing public administrators today is the need to establish relationships that foster a work environment conducive to collaboration. The many social problems transcending borders make cooperation necessary. It is stated in Norma Riccucci's text that one of the reasons why Gayle is a successful public servant is her interpersonal skills in building strong relationships which created an organizational atmosphere that encouraged teamwork between agencies and the borders. According to Riccucci's text, "one of the reasons Dr. Gayle has been so successful in building collaborative bridges and fostering communication between the federal government, diverse communities and global partners - is her writing skills. ..... ......administrators must acquire certain leadership skills to effectively manage public policies. In the analysis of Norma Riccucci's case study, it was found that Gayle's success in the public health field was due to her leadership skills.
