The first step in the SDLC is the system strategy, which looks like what it is, to develop a system strategy. During this stage, the information necessary to purchase, develop or modify a system is collected. At the systemic strategy stage, the business “reflects the organization's current position relative to where it needs to be in the long term to maintain its strategic advantage” (Hall 550). This step involves three tasks: assessing the organization's strategic information needs, developing a strategic systems plan, and creating action plans. Developing a system that meets the strategic information needs of the organization forms the basis for the following steps. Top management's vision and company mission statement are evaluated and promoted in the system. Additionally, the industry in which the company operates should be analyzed to assess the strategic needs of the company and competency analysis to measure the effectiveness of the company to determine its strengths and weaknesses. To assess strategic information needs, the organization must also develop an architectural description to identify the structural properties that will define the basic components and elements of the system. After this, a formal project proposal is created so that management can decide whether they want to continue the new systems project and whether it is worth it..
