It highlights three mutually reinforcing properties:1. Smart growth – developing an economy based on knowledge and innovation.2. Sustainable growth – promoting a more resource efficient, greener and more competitive economy.3. Inclusive growth – fostering an economy with a high employment rate guaranteeing social and territorial cohesion. The EU has big targets for 2020, including: 1. 75% of the population aged 20-64 should be in work.2. 3% of EU GDP should be invested in research and development.3. The “20/20/20” climate/energy targets must be achieved (including an increase to 30% in emissions reduction if conditions are met)4. The proportion of early school dropouts should be less than 10% and at least 40% of the younger generation should have a higher education qualification.5. 20 million fewer people at risk
