    People have implemented laws and punishments since at least 2060 BC. Ur-Nammu, which is a code of law, consisting of “if, then” statements or laws is an indicator that people knew the concept of responsibility as early as 4000 years ago. There is also a high probability that there were other law codes like this, and many other verbal codes even older than Ur-Nammu. This demonstrates that even then, people held each other responsible for their actions and did not think it was not their fault. This leads me to think that people never "invented" the concept of free will, but were born with it.
