What are the main points of contention around this issue? Be sure to discuss in depth the contrasting perspectives and the underlying reasons for the different positions people take on this topic. The main argument surrounding Proposition 227 is whether or not bilingual programs should be provided in California schools. Some argue that having bilingual programs does not help the student learn English, it just strengthens their native language. It was also said that test scores would not have improved in bilingual programs. On the other hand, some argue that English immersion programs don't work because smaller children must learn to read and write in their native language in order to understand it in English. Proposition 227 is a big controversy for students, teachers, parents, and administration because most of them have a different view on how ELLs should be educated. Supporters of Proposition 227 say it gives them more say. so is how their child is taught in the public school system. For example, "parents or guardians may waive the above requirement if they are able to demonstrate that a child already knows English, has special needs, or would learn English more quickly through a technique alternative pedagogical approach. » (Linton, 2007). This gives parents a better feeling of control over the education system. Over ten years, we can say that the state will pay $50 million per year to offer students English courses. All in support also believe that bilingual programs are ineffective and poorly implemented and that Americans should speak English.
