License Plate Reader, LPR is a mobile plate chaser consisting of one or more cameras placed on the exterior of a car police which is then connected to a computer database inside the patrol car. The plate chaser has the ability to recognize the character on a license plate and quickly transmit the information to the database computer which would check if the owner or automobile has any traces or if the vehicle has been reported stolen/missing. This capability is even possible when the patrol car travels at 120 km/h and can check up to 3,000 license plates in an hour. Any offensive incident is brought to the attention of officers by a siren or alarm emitted by the computer; license stolen or revoked. (Hanlon 2007) The system is also capable of detecting the driver's face and recording it for later or later reference; if the driver's face is already in the database as a wanted criminal or for any other offense, the computer also triggers an alarm. The benefit of the license plate reader, as noted by Dayton law enforcement, is that the gadget/technology allowed for more eyes on the road and made the job more effective. According to California police, the license plate reader allowed them to recover 275 stolen vehicles in six months and make 50 arrests in the same time; this would not have been possible without the help of technology. The system is also used by border control officers, through which incoming vehicles are automatically registered and stored in the database. (Hanlon 2007) The first challenges the system encountered were poor images due to the effects of the sun or headlights, which made optical vision difficult or produced very poor quality images.
