On December 10, 1948, the United Nations established the Universal Declaration of Human Rights which allows all nations to censor the rights of their citizens ( "The Universal Declaration of Human Rights". However, before the publication of this document, human rights violations were occurring with little or no action against the attackers. Discrimination was a major cause of these violations, particularly in the Ottoman Empire, when Turkish nationalism began to rise. In the 1900s, the Ottoman Empire believed that its empire's multi-ethnicity was the reason for its decline; thus, they worked to eliminate Armenians from their empire due to their non-Turkish origin, religious beliefs, and greater economic success. During the 1900s, the Ottoman Empire was in decline and losing territories in other parts of the world. In response to this decline, a new political power, the "Young Turks", promoted the creation of a modernized constitutional government.
