Likewise, we see throughout history that the development of industry in societies is the effect of a set of recurring causes. The industrial revolution of the 19th century initiated this movement in Europe and America, but some third world countries are only now engaged in this process. Payatas, a Philippine landfill, clearly showcases the attributes of industrial development in its impacts on both local citizens and their society as a whole. Payatas is a Philippine super-landfill located north of Quezon City, part of the megacity Manila (Power 1). It started as a ravine in the 1970s, but as people dump more and more trash into it, it fills up and begins to turn into a trash mountain (Power 1). Nearly thirty years later, in 2000, the waste “[is] piled up at an angle of 70 degrees” (Power 1). After a series of torrential rains during the summer of 2000, the mountain collapsed on July 1, killing at least 300 people (Merry, “The Payatas Dumpsite”). Additionally, the landfill produces toxic leachate that escapes and contaminates water supplies (Power 4). Despite these dangers, many Filipinos live and work in the dump as garbage collectors, locally called “mangangalahigs” (Power 2). Faced with the tragedy of the trash bins collapsing, the government is forced to act.
