One of the most important aspects of having a strong and successful army is logistics. Without a strong supply corps, an army is not able to mobilize or sustain its current operations. Sun Tzu says that “the line between disorder and order lies in logistics.” The Navy resupply is a large-scale operation, staffed by more than 26,000 personnel. Navy Supply's sole objective is to provide "One-Touch-Supply" in which a single request can activate a global network. With “One-Touch-Supply,” Navy Supply “is responsible for the quality of life issues of our naval forces, including food service, postal services, naval exchange and the movement of household goods” (global security). The Navy Supply System Command is located in Mechanicsburg, Pennsylvania, but is responsible for supporting naval forces around the world with the supplies they need. Since operations are global, multiple units or fleets have been created. The Navy Inventory Control Point (NICP) headquarters is located in Philadelphia, Pennsylvania and is the central location for repair of parts and components, and also provides logistical and supply assistance to friendly and allied nations. There are other locations known as Federal and Industrial Supply Centers (FISCs) that provide logistics support services and products in their regions. There are six federal and industry procurement centers; they are located in Jacksonville, Norfolk, Oakland, Pearl Harbor, Puget Sound, San Diego and Yokosuka. There are also several other support services that fall under Navy procurement, such as the Navy Exchange Service Command located in Virginia Beach, with other subunits throughout the world.
