The United States formulated plans in 2004. Congress legitimized the Pentagon to use thermonuclear weapons at a conventional level in the Middle East and Central Asia. The United States planned a budget of 6 billion dollars as part of the 2004 plan. This budget is entirely intended for the manufacture of a new generation of “defensive” tactical weapons or “mini-nuclear weapons”.
