1. Identify and discuss eight (8) recurring reasons why change occurs in law enforcement agencies. There are many recurring reasons why changes occur in law enforcement agencies. The book describes 8 reasons why change happens. The 8 reasons are as follows:1. A single catastrophic event, often followed by tort litigation, leads to the replacement of the police chief (Swanson, 2012, p. 650). It forces change because it responds to a single incident and forces change. A good example would be the inability to respond adequately to an incident. This can be seen when an unarmed person is killed by police during an incident. This can be the result of inadequate training or a lucky trigger force. Nevertheless, the community and high level administration want justice and therefore sometimes come in the form of change agents or decision makers, for example the police chief.2. A new mayor is elected and the current leader is replaced by one of the newly elected mayors of his choice. The new mayor can bring his or her own vision of how the agency should be organized and operated (Swanson, 2012, p. 650). This may ultimately lead to the firing of the current police chief, as the new chief is better positioned to implement changes consistent with the new mayor's political and philosophical vision of governance (Swanson, 2012, p. 651) .3. A key political figure finds himself in a major embarrassment and believes that law enforcement is to blame, leading to the leader's departure (Swanson, 2012, p. 651). A good example of this would be a huge embarrassment that is made public and leads the political figure to feel disloyal or supported.
